2nd Yosemite visitor dies of rodent-borne illness

YOSEMITE NATIONAL PARK, Calif. (AP) ? A second person has died of a rare, rodent-borne disease after visiting one of the most popular parts of Yosemite National Park earlier this summer, and park officials were warning past visitors to be aware of some flu-like aches and symptoms and seek medical help immediately if they appear.

Health officials learned this weekend of the second hantavirus death, which killed a person who visited the park in June, spokesman Scott Gediman said in a statement.

There was one other confirmed case of the illness, and a fourth is being investigated.

Yosemite officials said the four visitors might have been exposed while vacationing at the park's Curry Village, and are warning those who stayed in the village's tent cabins from mid-June through the end of August to beware of any symptoms of hantavirus, which can include fever, aches, dizziness and chills. An outreach effort is under way to contact visitors from that period who stayed in "Signature Tent Cabins," which have more insulation and amenities than other tent cabins.

Federal health officials say symptoms may develop up to 5 weeks after exposure to urine, droppings, or saliva of infected rodents, and Yosemite advised visitors to watch for symptoms for up to six weeks.

Of the 587 documented U.S. cases since the virus was identified in 1993, about one-third proved fatal. There is no specific treatment for the virus.

After-hours calls to Yosemite officials seeking further details were not immediately returned Monday night.

Following the first death, which was reported earlier this month, state health officials advised anyone with symptoms to seek medical attention and let doctors know if they were camping in Yosemite. Officials said thousands of people visit the park every month, so it would be impossible to track everyone who had set foot in Curry Village.

Curry Village is the most popular and economical lodging area in the park, a picturesque assemblage of rustic cabins at the base of the 3,000-foot promontory Glacier Point.

Gediman told the San Francisco Chronicle that of the 408 tent cabins in the village, 91 are of the "signature" variety where the four cases had stayed, which feature more insulation and amenities than the others.

It was not clear how many people stayed in the cabins in the period in which park officials are warning visitors.

Gediman said contractors are working on the signature cabins to protect park-goers.

"They're doing everything they can to eliminate areas where mice can get into the cabins," Gediman told the San Francisco Chronicle. "This was never because the cabins were dirty, it was never because we didn't take care of them. This is just because approximately 20 percent of all deer mice are infected with hantavirus. And they're here in Yosemite Valley."

This year's deaths mark the first such deaths in park visitors, although two others were stricken in a more remote area in 2000 and 2010, officials said.

Aaron Levie of Box Always on Fast-Forward - Disruptions - NYTimes ...

LOS ALTOS, Calif. ? It?s about 20 minutes into my lunch interview with Aaron Levie, co-founder of Box, at the headquarters of the online data storage company, and he still doesn?t have any food.

?Are you eating?? I ask, awkwardly swirling Thai noodles onto my fork.

Like someone swerving out of the way of oncoming traffic, he abruptly shifts from a lengthy ramble on the short history of cloud computing and responds: ?For your own sake, I?m not going to eat. I speak too quickly, and my food would be splattered all over the table.?

Mr. Levie, 27, the chief executive of Box, always operates on fast forward. He talks quickly. Walks quickly. Thinks quickly.

Even his clothing displays a need for speed. Mr. Levie doesn?t own a single pair of dress shoes. Instead, he opts for Asics or Puma sneakers with bright orange or pink laces, which he wears daily with a dark suit. ?Sneakers help me walk faster,? he says. ?Plus, it reminds me that we?re fighting for the end user ? the consumer ? because they wear sneakers, too!?

His career and his start-up have also grown at warp speed.

Just seven years ago, while attending the University of Southern California?s Marshall School of Business, Mr. Levie founded Box from his dorm room with Dylan Smith. Mr. Levie programmed the site, and Mr. Smith, who is now the company?s chief financial officer, played online poker to finance the business. (Until recently, the company was known as Box.net.)

The founders learned to identify the 3 percent of people who were ?terrible poker players? and beat them, Mr. Levie said. ?If you played against eight screens at a time, it basically just becomes statistical.?

After a brief stint in Seattle, Box moved to Oakland and operated out of a garage belonging to Mr. Levie?s uncle. For seven months, a small group of programmers lived and worked there among pizza crusts and Coca-Cola cans.

Now, Box is one of the fastest-growing companies in Silicon Valley. It has more than 500 employees and supplies cloud storage services to more than 11 million people and 125,000 businesses. It has raised $200 million from notable investors, including the Texas billionaire Mark Cuban, SAP Ventures and Draper Fisher Jurvetson. And revenue has more than doubled every year since Box was founded in 2005, although the company does not disclose the amount.

Sean Andersen, director of interactive services at Six Flags Entertainment, said he chose Box because of its ability to adapt for businesses. ?I first met Aaron at a trade show, and at the time, he was literally having two conversations at once,? Mr. Andersen said. ?They have this iteration cycle where they are changing and improving their product at a much faster scale than others.?

Mr. Levie talks about his business the way an ardent ?Star Trek? fan explains his favorite episode. As he sees it, enterprise computing, or software for companies, is at a pivotal moment as businesses move from clunky, in-house systems to Web-based ones operating in the cloud.

?If you think about the market that we?re in, and more broadly just the enterprise software market, the kind of transition that?s happening right now from legacy systems to the cloud is literally, by definition, a once-in-a-lifetime opportunity,? he says. ?This is probably going to happen at a larger scale than any other technology transition we?ve seen in the enterprise. Larger than client servers. Larger than mainframes.?

The business potential, he adds, seems limitless: ?We think we are just 1 percent into that transition.?

To Mr. Levie, mobile is the biggest driver of change. Before, legacy systems used to be connected to Windows computers, and people printed out most of their documents. Now, printers are giving way to iPhones and iPads, all of which are connected to the cloud.

?All of a sudden, if you think about the entire ecosystem of connected devices that can pull down information, access content and allow me to share and work and communicate, the vast majority now are not Windows computers,? he says. ?They are iPhones. They are iPads. They are Android devices. Mobile is the catalyst that can actually re-evaluate and re-engineer your entire I.T. strategy.?

This is where he expects most of his company?s growth to come. As chief information officers of Fortune 500 companies continue to switch from mainframes and allow employees to work remotely from mobile devices, including tablets and laptops, the cloud and services like Box will become all the more important.

While Mr. Levie runs a multimillion-dollar business and oversees hundreds of employees, he is still a 20-something tech geek. In Silicon Valley, where he is often described as ?the son of the mad professor from ?Back to the Future,??? he arrives at the office around noon and works until 3 a.m. After work, he goes home and plays video games to ?wind down.?

The company?s headquarters are infused with his youthful energy. A bright yellow slide spirals from the second floor to the lobby. Swings hang from the ceiling of meeting areas. Hundreds of stuffed unicorns litter the office, sitting on chairs, above computer monitors and abandoned in the hallway.

All of this, Mr. Levie says, helps employees remember that they are fighting for the consumer. He believes this philosophy separates Box from its competitors.

?This is the thing that we think will always keep us competitive with enterprise incumbents,? he says, noting that traditional enterprise software is often clunky and confusing. He says Box tries to ?fight the man? by making software from a consumer standpoint so it can easily be downloaded to any device and remain secure.

I reminded him that technically, he is ?the man.? As if momentarily placing a finger on a spinning record, he pauses for a millisecond, looks up and says, ?Oh, yeah,? before turning down a new street in his mind to explain the importance of security in cloud software.

But ?the man? is different in this case. Even with the colorful sneakers and boyish looks, the young chief executive stands out for his philosophy, which he demonstrates on his personal Twitter account with jokes about cloud computing and other technologies.

In a recent post on Twitter, he wrote: ?Blogs made it hard for me to read full articles. Now tweets make blogs hard to read. Soon, I?ll only be able to consume shapes.?

Or, taking a jab at smart guys like him: ?Start-ups are for people that wanted to run marathons, cage fight and hunt alligators, but were born with asthma.?

markconsueloss: Self Improvement & Memory Training: How to ...

Dreams

Dreams can be a means to self-or spiritual development, as they are an easy way of receiving information on aspects of our personality that need further work. We also read in sacred scriptures that angels can appear to us in dreams. They can therefore also be a source of guidance.

Keep a dream journal

Keeping a dream-journal is a valuable tool in remembering your dreams, as they usually fade very quickly. You will discover that if you write the details of your dreams down immediately after you wake, your process of recall will become easier. The journal also helps you to provide structure to your work of interpreting the dream.

The structure of dreams

Dreams are assembled in your subconscious. When you dream, your subconscious is communicating with you by presenting symbolic images in a dramatised and metaphorical form. Being able to record your own 'language' of dream-images in a journal will therefore help you interpret your dreams as well as any other visions you may encounter during your spiritual work.

Some dream-images are quite common, as our symbolic processes are the same. However, their meaning usually differs as a result of each person's unique background and past experiences. I will therefore be supplying you with basic rules and guidelines to help you explore and interpret your own exciting and enigmatic world of dreams.

The dimensions of your dream

The way your dream is put together is very important as it contains elements or clues to its meaning hidden within its context, structure, form and composition. It also uses your present view of the world and framework of concepts, beliefs and ideas. There are a number of different dimensions or levels in your dreams, each having its own set of symbols and meanings.

The background in your dream

For instance, the background always suggests the context or theme of the message. Try to recall if your dream was light or dark and involved a natural scene or buildings of some sort. What you see as the background is only a clue to the underlying theme of the dream and should not be taken literally. For instance, the sea is often considered a metaphor for the ebb and flow of everyday life, with tides flowing in and out as events unfold. A dream playing out against the backdrop of the sea would probably suggest a problem or situation arising in your normal day-to-day life which requires attention. Likewise, a dream-scene taking place in a desert (which is usually desolate), may suggest a situation in which you feel isolated and alone and are seeking assistance. A dream playing out in semi-darkness may indicate that you are in a crisis (having trouble seeing your way forward). The idea is find a connection between the background of your dream and your present circumstances, needs or state of mind, by looking at the symbolism involved.

Your immediate surroundings

Once you have jotted down the background details, the next important step is to remember the immediate surroundings in your dream. This will provide you with more information on your present situation and state of mind as well as your outlook on the world. For instance, in 'looking out' onto the world, you would normally use the windows of your home or office. And in your dream, any building in which you find yourself would be a metaphor for 'where you are' at the moment. Try to recall the characteristics of the structure, as these can usually be related to your current situation or world-view. For example, a 'small' window could suggest your having a limited outlook on life. A dark and damp building could relate to your being in an unpleasant situation or having a negative view of the world. And a building or house in shambles could suggest that your present situation, state of mind or outlook, is chaotic.

The activities in your dreams

Moving away from the immediate surroundings in your dream, focus on the activity which took place. The type of drama, scenario or situation that is being played out, reveals the content of the message, which as I said, could be related to an unfulfilled need in your life or to some other issue which requires attention. You now need to ask yourself how the activity in your dream can be applied (metaphorically) or related (symbolically) to your present situation. For instance, a scene involving travel could be a call for change, or the broadening of your boundaries and the opening of your mind. A battle or conflict in your dream could be referring to a similar situation within yourself. Any threatening situation may be a warning of a matter that urgently needs to be resolved, something which is a real threat to your mental well-being or inner peace.

The persons and images in your dream

The next dimension involves the actual images, characters and objects that were presented. In terms of Gestalt psychology, every object or person (character) in a dream represents a certain aspect of yourself and you will need to ask yourself what aspect of your personality the figure represented. Look at the attributes of the characters involved. Were they large or small, aggressive or loving, threatening or supportive? For example, a poor, abused and helpless child could suggest your wounded 'inner child'. A richly dressed, opulent figure could symbolically point to abundance or a desire for riches, depending on the context and what actions are taking place. For example, a fight with another figure in your dream could be pointing to a conflict within yourself that needs to be resolved.

Symbolic objects in your dream

Finally, consider each object that appeared in your dream. Each will have a particular symbolic significance and add detail to the final meaning of your dream. Objects can often be interpreted in terms of their practical uses or effects in everyday life and applied (metaphorically) to your present situation or path in life. For instance, a large boulder on your path would suggest an obstacle to be overcome and a crossroads, a decision to be made. Once again, the guideline is to consider what you will need to do in real life when confronted with such a situation or object and re-phrase the answer in a metaphorical form.

The final meaning

To unlock the final meaning and message of the dream, you will need to learn to link and combine the information obtained from each level or dimension of symbols, into an integrated whole. This is a straightforward process which involves applying your knowledge and reasoning. However, those of you who are skilled in intuition could also learn to 'sense' the meaning of dream-scenes, activities, characters and objects with practice.

Republicans in beachfront hotels brace for Isaac

(AP) ? The beachfront hotels that a few lucky delegations scored for the Republican National Convention are all of a sudden a point of concern as Tropical Storm Isaac threatens to wreak havoc on Florida.

Weather forecasts were so severe that Mitt Romney and the GOP delayed the start of the convention until at least Tuesday. Officials said they were working out contingencies for those staying in areas that could be most vulnerable to high water and winds.

Word spread as delegates from across the country started to arrive by the planeload to nominate Romney as the GOP presidential candidate.

State delegation leaders, particularly those in hotels near the water, said they were working with limited information.

Stan Stein, North Dakota's Republican Party chairman, said he dispatched an aide to find out how to prepare emergency kits for the 65 to 70 people in his state's contingent staying at a hotel 200 yards off the water in Treasure Island. Some had yet to arrive and Stein said it wouldn't surprise him if some travelers stayed home.

"We do blizzards. We can handle them, but we're just going to go on the advice we're getting from hotel management on how to prepare for this," Stein said.

Ohio's GOP chairman, Bob Bennett, issued a statement titled "Safety First in Tampa" that said his staff was making safety preparations for his delegation and its guests as well. He didn't say exactly what preparations were under way.

California Republican Party Chairman Tom DelBeccaro was sitting at a table in the sand when he talked about the level of concern within his delegation about the encroaching storm.

"I don't think it's really set in," DelBeccaro said. "It's probably a wait-and-see thing."

The California delegation's hotel on St. Pete Beach is at sea level, but the group's rooms were on higher floors of the seven-story building.

Officials from states in Isaac's possible path were reassessing convention plans. Alabama Gov. Robert Bentley said he had decided not to attend, instead choosing to remain in his state to oversee hurricane preparations.

Florida Gov. Rick Scott canceled plans to be at the convention the first few days to prepare. Mississippi Gov. Phil Bryant delayed his trip to the convention because of uncertainty about how Mississippi might be affected by Isaac. He hasn't said if or when he will go to Tampa.

Another Mississippi delegate, State Treasurer Lynn Fitch, put her trip on hold so she could be ready to respond to a natural disaster back home.

Republican National Committee Chairman Reince Priebus said the convention will convene briefly Monday and then immediately recess until Tuesday afternoon, when the storm is expected to have passed.

"We just don't want to put our delegates in danger, and we don't want to put people in Florida in danger by holding a convention at a time that they may need a little more than they would have normally needed, but for the weather," Priebus said.

Back at her high-rise hotel in Clearwater's Sand Key, Virginia Republican National Committeewoman Kathy Hayden Terry said the level of concern was low for now. Many delegates from her state had yet to get into town.

"I can't imagine there would be any problems with the hotel. I would think they would evacuate us with plenty of time if anything serious would happen," she said. "We haven't been given any reason to really be concerned."

We need a unique identifier number | Kiwiblog

Stuff reports:

Severe deficiencies in the law are giving criminals ?a simple means for identity theft? by making it easy to change their names, an investigation has revealed.

Former ombudsman Mel Smith uncovered the loopholes while investigating how convicted paedophile Te Rito Henry Miki was able to teach at six schools. ?

The inquiry into the employment of Miki found he was easily able to steal the identity of a registered teacher friend, who emigrated to Australia in 2009, and to adopt his teacher registration.

Miki ? who accumulated 53 separate aliases ? subsequently applied to the office of the registrar-general to change his friend?s name to another identity.

Name change applicants only have to supply a statutory declaration, sworn before a court official, lawyer or justice of the peace ? who needs only to ask if the contents are accurate. The applicant is not required to present verification of authentication or any other supporting documents to the registrar-general. ?

The registrar-general is not required to inform the Passport Office, Customs or Immigration of a name change. If the relevant agencies had been notified, then when the friend first returned to New Zealand in September 2009 ?the theft of identity would have become known and acted on at that time?, the report said.

Miki was arrested in February and was jailed for about four years.

Mr Smith said an average of 7375 people changed their name every year.

?Most of those, I?m sure, would be for perfectly proper and lawful reasons but . . . unfortunately New Zealand society is not as honest as it used to be.?

There was anecdotal evidence an official name change was available to people who wanted to get past the border ?having legal obligations here, whether that?s child support, unpaid fines or even something much more serious?, he said.

I think there is a simple solution ? like in the US. Every individual is assigned a unique identity number. Then you can change your name to whatever you like, but it will be linked to your UIN, which means?pedophiles?will not be able to get jobs in schools no matter what name they change to.

You?d need some privacy restrictions on which government agencies can access your UIN and identity for which reasons, but that shouldn?t be a reason not to allow the Government to accurately identify people for legitimate reasons.

(AP) ? The few hundred protesters gathered under rainy skies in a park about a half-mile from the GOP convention on Sunday said an impending hurricane that is supposed to dump heavy rains on Tampa won't deter them from trying to get out their message that America needs to change, especially for the middle class.

Giant blocks of ice spelling out the words "middle class" are melting on a warm, sticky day. Occupy protesters say it represents the melting away of the middle class in America.

That message rings true for 52-year-old Tom Gaurapp and Cheryl Landecker from Freeport, Ill. Both worked for Sensata Technologies in the city of some 25,000 people and say 170 jobs there, including their own, were outsourced to China. Occupy is a left-leaning protest group of people in their mid-20s who generally believe that the financial system is stacked against a majority of people.

Gaurapp and Landecker say that just a few years ago, they never would have considered joining such a protest.

"But then again, we wouldn't have dreamed our jobs would have gone to China," Gaurapp said.

Tropical Storm Isaac is expected to become a dangerous Category 2 hurricane by the time it makes land over the northern Gulf Coast sometime late Tuesday or early Wednesday. Tampa is expected to feel the brunt of the storm with heavy rainfall on Monday. The forecast caused Republicans to postpone their convention activities on Monday's opening day and not that many delegates seemed to be around Sunday to see the protesters.

The protests stayed small also by mid-afternoon.

The weather isn't a deterrent to 52 year-old Donald Butner, who says he's been sleeping at the Occupy camp in Tampa for a few months and that "we're here, baby, rain or shine. The weather is going to do what it is going to do."

The protesters chanted "we are the 99 percent" and carried homemade signs. The 99 percent refers to the group's message that most don't share in the wealth of America. Often, younger people make up the Occupy protests, but in Tampa, several older people joined the marchers.

That included the 54-year-old Landecker , who spoke to the group as rain started falling.

"These businesses have put corporate greed over everything else. If they can do it to us, they can do it to anybody," Landecker said.

Though protesters vow to stay put, if the weather threatens their safety or that of visitors on the streets, police officers will use public address systems and go person-to-person to warn them to leave, said Tampa Police Chief Jane Castor.

"As it is right now, there will be high winds and there will be rain but it's not going to be something that is going to prohibit anyone from doing what they want to do out on the streets," Castor said. "If it changes ... and it becomes an issue of public safety, we will order people into shelters."

About 50 people, from Occupy Wall Street and Code Pink groups, marched from the park about two blocks to the Tampa theater where the Faith and Freedom Coalition was holding an event. The protesters waved signs in front of people waiting to get into the theater, and seven of them lay down in front of the entrance. Other protesters covered them in a red cloth.

They were on the ground for about five minutes. When police asked them to move, they did, and then marched back to the park.

Code Pink is a women-focused group pushing to end the U.S.-led wars abroad. They held signs including, "Vagina. If you can't say it, don't legislate it," and "GOP, respect women."

"I'm completely opposed to the Ralph Reed agenda of the war on women," said Rae Abileah, 29, of San Francisco. Reed started the Faith and Freedom Coalition, which among other causes is against abortion.

Different Tools of Lead Generation | Business Advertising 2.0

Lead generation or lead-gen, as it is popularly called, is one of the best marketing strategies used by marketing professionals in today?s time. Companies are constantly looking for ways to increase their business by getting good prospects. But getting leads is not an easy job as it needs thorough study and planning. According to GCL Direct, a leading telemarketing company, the key to generate good quality leads is to research about the potential lead in detail, before approaching them. In fact, studies say that converting a lead into a customer is far easier than getting a potential lead.

Although some organizations prefer to rope-in their own team to generate leads, outsourcing the task to a professional company will save lot of time and money. These firms have expertise and resources to get successful leads. They also use different tools like direct mails, telemarketing, database development, search engine marketing, trade shows, etc. to generate compatible leads.

In today?s world of internet advertising, the best way to generate leads can be search engine marketing as it increases the brand?s visibility in a faster and better way. Web analytics, pay per click advertising and various other SEO techniques are used for finding potential prospects. Not only can the prospects be reached in a targeted way but getting leads in a large volume is possible only through search engine marketing.

Direct mail is another way to get your company?s name straightaway in the hands of customers who would like to know about your services or products. But the age-old technique of mass mailing doesn?t work anymore. Target mailing is the call of time. There is no point in mailing to everyone when your potential customer will be only few of them. Target mailing, although bit expensive, will be likely to get better results and generate better leads.

If b2b lead generation is your aim, then trade show is the tool for you. Your company will have a better chance to find compatible businesses in trade shows as it is a perfect platform for business owners to communicate and reach potential clients. Be it large MNCs or small business owner, attending trade shows has become a mantra for increasing one?s client base.

Another good tool for generating potential lead is telemarketing. Through telemarketing you can reach more customers and can also increase your sales territory. One good thing about telemarketing is that you can immediately determine your customer?s interest in your product. But proper telemarketing is of utmost importance as getting pesky calls are the biggest irritation for customers. Hiring a professional telemarketing firm will give you better results as their employees are efficient in interacting with customers.

Lead generation has become the need of the hour; but finding the appropriate tool for lead generation is also very important to land up with leads that can be converted to loyal customers.

Martin Luther King tape found in attic heads for sale

LOS ANGELES (Reuters) - A previously unknown audio tape of an interview with slain civil rights leader Martin Luther King Jr. was discovered recently in the attic of a Tennessee home, and a New York collector who bought the recording says he plans to offer it for sale next week.

The 10-minute reel-to-reel recording was made on December 21, 1960, nearly three years before King's famed "I Have a Dream" speech and more than seven years before he was gunned down in Memphis, Tennessee, collector Keya Morgan told Reuters on Thursday.

Morgan, the proprietor of a Manhattan gallery that deals in historical manuscripts, photos and other artifacts, described the tape as an extremely rare discovery.

"It's like a unicorn," he said, adding he was struck by the intimate tone of the interview.

"The quality is so good, so crisp that it sounds like Dr. King is sitting in my parlor having tea with me," he said. "It's an intimate, frank, low-key discussion, but he still comes through so clearly and powerfully."

Despite thousands of letters and other King artifacts he has handled or come across while in business, Morgan said he had heard of just one other original audio recording of King being uncovered since he opened his gallery in 1993.

In the tape, King talks about the concept and importance of non-violent protest and asserts that the sit-in demonstrations aimed at ending racial segregation in public places would ultimately be viewed as a pivotal moment for American society.

"When the history books are written in future years, historians will have to record this movement as one of the greatest epics of our heritage," he said. "I think the movement represents struggle on the highest level of dignity and discipline."

The tape was recorded by a man in Chattanooga, Tennessee, who interviewed King for a book about non-violence and the civil rights movement that the man never wrote, according to Morgan.

Five decades later, the man's son, Stephon Tull, stumbled on the reel in an old box marked "Dr. King" while going through belongings in his father's attic after his father entered a nursing home, Morgan said. Under an agreement with Tull, Morgan declined to reveal the father's name.

'YOU CAN HEAR HIS VOICE'

Morgan said he had played the tape for several scholars and historians, as well as for U.S. Representative John Lewis of Georgia, himself a veteran civil rights activist and friend of King.

Clayborne Carson, a history professor and head of the Martin Luther King Jr. Research and Education Institute at Stanford University in California, told CNN it was difficult to discern immediately the tape's historical significance from the thousands of interviews King conducted during his life.

"What is interesting about this is rather than just a transcript, you can hear his voice," Carson said.

Morgan said he planned to sell the original tape and all rights to it early next week in a private "treaty sale," as opposed to an auction, and that the recording might be packaged with other artifacts.

One factor in selecting a buyer would be his interest in trying to find "a good home" for the tape, preferably a museum, archive or other institution that would keep it available for the public, he said.

In any case, Morgan said he would retain a copy of the recording for his own collection.

Based on prices fetched for similar recordings of historical figures of similar caliber, Morgan said he estimated the King tape would be valued at between $20,000 and $60,000. He declined to say how much he paid Tull for the tape.

Allentown Mayor Ed Pawlowski hosts final public meeting on proposed lease agreement

ALLENTOWN, Pa. -

Allentown Mayor Ed Pawlowski hosted the fourth and final public meeting on the city?s proposed Water & Sewer Privatization plan on Thursday night. Pawlowski spent the majority of the meeting reviewing the reasons as to why the city is in need of this proposed plan.

The main focus of this plan is to decrease or eliminate the current Minimum Municipal Obligation of the unfunded pension liability for police and firefighters.

The unfunded actuarial liability hovers above $130 million and is only being 51.5% funded. Pawlowski mentioned that the city is not yet in a deficit but will be within the next year. According to Pawlowski?s documentation presented at the meeting, the city has around $2 million in the General Funding Budget, which is a 77% decline since 2008.

Pawlowski told the audience that within the last four years the city?s mandatory contribution to the Fire and Police Departments has grown to $15 million, which is 20% of the current city budget. He predicted that the MMO would exceed $23 million within the next three years, which would be 28% of the budget.

The mayor went into detail as to why other ideas to solve this financial crisis were not chosen. He mentioned that if the city was to just raise property taxes to pay off the MMO, Allentown would have a 35% increase on their taxes which, according to Pawlowski, is already the highest in the Lehigh Valley. This increase would only pay off the MMO and not the rest of the pension debt issue that Allentown faces.

Pawlowski also brought up that this would not include the school taxes, which are also being raised by 5% every year for the next five years.

He then discussed why renting or leasing the parking garages across the city would not bring in the amount of revenue needed to tackle the problem. ?The parking decks are only being used 2% of the time after 5 PM on weekdays, and only 3% anytime on weekends. At most this would bring in around $15 million,? said Pawlowski.

When asked if this type of concession lease has been successful before, Pawlowski mentioned that it has been successful in Europe for decades. Most recently, in the United States, the city of Bayonne, NJ entered into a concession lease similar to the proposed one for Allentown for $150 million. Pawlowski believes that there is a possibility that this lease could bring in enough revenue to completely wipe out the city?s overall debt, as well as solve the unfunded pension liability.

Pawlowski will no longer be holding public meetings on this proposed lease agreement, although he stated he would continue to answer any question online from the public. He plans to take this lease agreement before City Council next month for a vote to move forward. ?[City Council] will be voting on the language of the lease as well as the concept,? said Pawlowski.

If the lease agreement is moved forward by City Council, the next step is to begin accepting proposals from pre-qualified bidders on the project. Pawlowski hopes to award the lease agreement by the end of the year.

South Africa May Declare ?Wine War? Against Britain To Protect Jobs

South Africa?s wine industry is irate over British supermarkets? practice of importing the product in bulk rather than in individual bottles (a step that could jeopardize thousands of South African bottling jobs).

By purchasing wine in bulk, the liquid is moved in tankers to a port, placed in giant containers and transported to Britain -- where local labelers and bottlers place it in individual bottles.

Since 2008, the Guardian reported the percentage of South African wine bottled and packaged domestically has declined from 55 percent to 44 percent.

UK retail giants like Sainsbury and Tesco prefer to buy and move wine in bulk because they can transport higher volumes of the product at a cheaper cost.

However, the Pretoria government complained that 700 bottling jobs have already been lost due to Britain?s growing preference for doing its own packaging.

Follow us

Stephen Hanival, chief director of agro-processing at South Africa's trade and industry department, told the Guardian: "We certainly hope that the developments on bulk wine don't lead to any kind of trade war between either South Africa, the UK or any of the European Union countries with whom we trade extensively. However, South Africa does have a responsibility to protect its trade interests. Our view is that this is a serious risk to the South African wine industry."

The Wines of South Africa organization, which promotes wine exports, estimates that the local wine industry sheds 107 jobs for every 10 million liters of bulk wine exported.

Hanival further warned that this practice of bulk buying could be extended to other exports like fruits.

South Africa and Britain also have a severe trade imbalance with respect to alcohol ? in 2011, South Africa exported wine valued at ?75 million to the UK, while importing ?129 million of British whisky.

"Why shouldn't South Africa be importing bulk whisky from the UK and bottling it locally, so that we can at least attempt to prevent some of the job losses that we've seen up to now spreading to other parts of the economy?" Hanival asked.

Wine has been cultivated in sunny South Africa for over three hundred years ? and according to the Guardian, the 2012 harvest is expected to be one of the largest in history.

The country?s wine exports have jumped by more than 200 percent between 1998 and 2010 ? Britain is the top consumer of its packaged wine.

Since 2005, the amount of wine produced by South African wineries has climbed from 628.5 million gross liters to 831.2 million last year, according to WOSA.

South Africa is the world?s seventh largest wine producer.

Pre-iPhone launch is getting crowded: Motorola/Google, Microsoft and now Amazon are all opening for Apple

August 23, 2012 at 4:36 pm

.

When word that Apple was planning an iPhone launch in September this year hit, the other big guys in the space all seemed to get?scurrying. Microsoft?s Windows 8/Nokia event was planned for September 5th?in New York City and announced on August 15th.

Google subsidiary Motorola planned an event for that same Day in New York City (easy for the Tech Press!). Invites went out on August 17th. Droid RAZR HD is the likely main event.

Today, Amazon announced that it would be having an event in LA in which it will likely reveal?successors?to the Kindle Fire which may include a 10-inch tablet and perhaps even a phone.

Why are these guys all lining up Apple to be the main event for the holidays? ?Why not wait until after Apple?s event? Google moving Google I/O until after the WWDC event certainly seemed to help the Nexus 7?

It doesn?t matter. ?These three major players will all get their few days of fame and then totally get washed out by the iPhone event on the 12th.

Brain Damaged 'Patient R' Challenges Theories of Self Awareness

According to some theories on how self-awareness arises in the brain, Patient R, a man who suffered a severe brain injury about 30 years ago, should not possess this aspect of consciousness.

In 1980, a bout of encephalitis caused by the common herpes simplex virus damaged his brain, leaving Patient R, now 57, with amnesia and unable to live on his own.

Even so, Patient R functions quite normally, said Justin Feinstein, a clinical neuropsychologist at the University of Iowa who has worked with him. "To a layperson, to meet him for the first time, you would have no idea anything is wrong with him," Feinstein said.

Feinstein and colleagues set out to test Patient R's level of self-awareness using a battery of tools that included a mirror, photos, tickling, a lemon, an onion, a personality assessment and an interview that asked profound questions like "What do you think happens after you die?" [The Science of Death: 10 Morbid Tales]

Their conclusion ? that Patient R's self-awareness is largely intact in spite of his brain injury ? indicates certain regions of the brain thought crucial for self-awareness are not.

Brain anatomy

Self-awareness is a complex concept, and neuroscientists are debating from where it arises in the brain. Some have argued that certain regions in the brain play critical roles in generating self-awareness.

The regions neuroscientists have advocated include the insular cortex, thought to play a fundamental role in all aspects of self-awareness; the anterior cingulate cortex, implicated in body and emotional awareness, as well as the ability to recognize one's own face and process one's conscious experience; and the medial prefrontal cortex, linked with processing information about oneself.

Patient R's illness destroyed nearly all of these regions of his brain. Using brain-imaging techniques, Feinstein and colleagues determined that the small patches of tissue remaining appeared defective and disconnected from the rest of the brain. [Inside the Brain: A Journey Through Time]

The tests

The team breaks self-awareness down into three components: an awareness of one's body and a sense of one's ability to act; autobiographical memories and a sense of one's own traits; and an ability to reflect on one's own actions, mental state and their consequences.

The first test they gave Patient R is the mirror test. The researchers sneaked a bit of black eye shadow onto R?s nose under the pretense of brushing something off his nose. When he was later shown his reflection in the mirror, the researchers watched to see if he responded to the mark on his nose.

He was also shown photos of himself throughout his life along with photos of family, familiar people and strangers and asked whether or not he could identify himself. In unaltered photos, he was 100 percent successful in identifying himself, but he had difficulty recognizing himself in photos altered to exclude everything except his own face.

"However, he never rated a picture of another person as himself," note the researchers.

R suffers from amnesia that affects memories of some experiences that occurred before his illness, and prevents him from forming new memories since, so these results suggest he was able to maintain a concept of himself even beyond his own amnesia, Feinstein said.

In another test, R's response to being tickled by himself versus by a researcher, was recorded. Tickling can be used to test self-awareness because tickling yourself doesn't feel the same as being tickled by someone else. "R was never observed laughing or displaying jerking movements during any of the self-administered tickling trials," they write.

Researchers assessed his awareness of the amount of control he exerted over a box moving around a computer screen, and had him and family members assess his personality.

An exception

R's brain injury took away his sense of smell and taste, as well as much of his memory. R partially acknowledges his memory loss, even describing himself as a "normal person with a bad memory," However, he does not admit that he cannot smell or taste.

The researchers put this to the test by blindfolding him and then offering him an onion or lemon or odorless items and asking what he smelled. With the blindfold on, he could not smell the lemon or onion. With it off, he claimed to smell them, explaining, "I guess sight makes things easier."`

Knowing one's limitations is an aspect of self-awareness, Feinstein said.

Patient R & the origin of self-awareness

Finally, in an interview the researchers assessed his capacity for introspection, asking him questions about free will, the self, emotion and other abstract concepts.

"I think what the interview reveals is clearly somebody who is not impaired in most aspects of self-awareness," Feinstein said. ?"If you were asking someone who was a zombie, you wouldn't get any of these sorts of answers."

The results of the assessment are clear, he and colleagues contend: Neither the insula cortex, the anterior cingulate cortex nor the medial prefrontal cortex play crucial roles in self-awareness.

Patient R's self-awareness does, however, support the theory that sets of neurons in the brain stem may provide the foundation for consciousness and the sense of self. This part of R's brain is undamaged. The team also suggests other parts of the brain, the thalamus and the posteromedial cortex, play a role in self-awareness.?

"The brain more than likely doesn't have a single region that is devoted to self awareness, but rather, the complex phenomenon likely emerges from much more distributed interactions between multiple brain regions," Feinstein said. "I think it is important to emphasize that the study of self-awareness in the brain is really in its early stages."

The research was published today (Aug. 22) in the journal PLoS ONE.

The best college in Texas? Rice only two spots ahead of Texas A&M, well behind UT in new rankings

Rice University students may be happy, but that doesn't mean they go to the best college in Texas.

That's according to the Center for World-Class Universities at Shanghai Jiao Tong University, which released its 10th annual Academic Ranking of World Universities this week. Rice placed on the list at No. 91 globally and No. 50 in the United States.

?UT has only seen its status improve, with a slowly climbing trajectory from No. 47 to No. 35 in the past 10 years.?

The University of Texas took the top spot in Texas, coming in at No. 35 overall and No. 27 nationally. Other Texas schools on the top 100 included The University of Texas Southwestern Medical Center at Dallas (the list doesn't distinguish between undergraduate and doctorate institutions) at No. 48 and Texas A&M at No. 93.

The ARWU ranking focuses on research and status criteria, with factors including the number of alumni and staff who win Nobel Prizes and Fields Medals, how many researchers are selected as 'highly cited' by Thomson Scientific and the number of articles published in journals of nature and science and indexed in Science Citation Index.

Rice's ranking represents an improvement from its placement in recent years, moving up from 93 in 2011 and 99 in 2009-2010, but still marks a significant fall-off from its No. 61 ranking in 2003, the first year of the list.

Meanwhile UT has only seen its status improve, with a slowly climbing trajectory from No. 47 to No. 35 in the past 10 years.

Biden to be in Tampa as GOP convention opens

MINNEAPOLIS (AP) ? Vice President Joe Biden is planning to be in Tampa, Fla., next week as Republicans open their presidential nominating convention in the city.

An Obama campaign announcement on Tuesday said Biden will be attending events in Florida on Monday and Tuesday, including a stop in Tampa on the convention's opening day.

President Barack Obama won Florida four years ago, but Republicans are hoping the week-long convention will help them recapture the key battleground.

The campaign announcement didn't detail what other cities Biden will be appearing in.

Campaigning in Minneapolis, Biden talked about his upcoming trip to Tampa with reporters.

"Any of you going to Florida?" he asked the reporters. "I'm going to be the speaker at the convention."

This was after Biden visited a high school football practice, which he also did during a trip last week.

Nanoparticles tailored to latch onto blood platelets rapidly create healthy clots and nearly double the survival rate in the vital first hour after injury, new research shows.

?We knew an injection of these nanoparticles stopped bleeding faster, but now we know the bleeding is stopped in time to increase survival following trauma,? said Erin Lavik, a professor of biomedical engineering at Case Western Reserve University and leader of the effort.

The researchers are developing synthetic platelets that first responders and battlefield medics could carry with them to stabilize car crash or roadside bomb victims. An injection could slow or halt internal bleeding until the victim reaches a hospital and receives blood transfusions and surgery.

Lavik spoke about the latest breakthroughs in her research Monday at the American Chemical Society?s annual meeting in Philadelphia.

Erin LavikLavik and her colleagues began focusing on synthetic platelets after learning the military has no equivalent of a tourniquet, pressure dressing or other easily transportable technology to stem bleeding from internal injuries.

But as they explored possible applications, they recognized that the approach is widely needed beyond military conflict. Traumatic injury is the leading cause of death for people age 4 to 44, often overwhelming the body?s natural blood-clotting process.

The platelet-like nanoparticles are made of biodegradable polymers used in devices already approved by the Food & Drug Administration for use in humans. They?re designed to hone in on injuries after injection. Natural platelets, activated by injury, emit chemicals that bind natural platelets and the additional synthetics into a larger clot faster than natural platelets alone.

Tested on a lethal liver injury model in lab rats, the one-hour survival rate of the models injected with the nanoparticles was 80 percent. For control groups treated with saline alone the survival rate fell to 47 percent, while control groups receiving scrambled nanoparticles totaled just 40 percent. Among the three, the models treated with the platelet-like nanoparticles exhibited the least blood loss.

The researchers also found that the hybrid clots were as firm as natural clots. In additional testing, they found no complications following administration of the nanoparticles.

Earlier tests showed these synthetic platelets can cut bleeding time by as much as half and that, a week later, the rats showed no ill effects from the materials

The researchers include graduate students Andrew J. Shoffstall, Lydia M. Everhart and Margaret M. Lashof-Sullivan; research assistants Kristyn T. Atkins and Rebecca E. Groynom; undergraduate student Matt E. Varley; and administrative assistant Blaine Martin-Dow, all of Case Western Reserve. They are teamed with Robert S. Butler, of the Department of Quantitative Health Services at the Cleveland Clinic, and Jeffrey S. Ustin, assistant professor, Case Western Reserve University School of Medicine and member of the Department of General Surgery at the Cleveland Clinic.

They are continuing to test the platelets with other models of injury, working toward the best design and dosage for human use.
