WASHINGTON (Reuters) - Washington operatives call it "drawing contrasts." Voters call it "slinging mud."
Whatever the term used, the most expensive election in U.S. history is likely to feature an unprecedented amount of negative advertising as Republicans and Democrats vie for control of the White House and Congress, campaign officials told the Reuters Washington Summit.
The attack ads could be driven in part by laws that aim to keep elections clean by separating campaigns from interest groups, according to the spokesman for a Republican group that plans to spend $300 million this year.
"It's difficult for any outside organization to run effective positive ads," said Jonathan Collegio, communications director of American Crossroads, one of several "Super PACs" formed to take advantage of loosened campaign-finance laws that allow unlimited donations to such groups.
Groups that operate separately from campaigns aren't solely responsible for the surge in negative ads.
President Barack Obama's campaign is attacking Republican rival Mitt Romney's record as a private equity executive and as a one-term Massachusetts governor.
Obama's fellow Democrats in Congress, who had to defend Obama's unpopular health care overhaul in 2010, plan to run against equally unpopular ideas that Republicans have tried to put in place during the past two years.
In politics it is easier to play offense than defense, said U.S. Representative Steve Israel, who as head of the Democratic Congressional Campaign Committee is leading efforts to win back the House of Representatives.
"We're going to make this a referendum on Republican choices," he said.
Republicans and their allies, meanwhile, are primed to spend well over $1 billion attacking Obama and other Democrats.
"You'll see more of a message about voting against President Obama because his policies are failing the country," Collegio said.
The ratio of negative to positive ads may not differ substantially from previous election cycles, but two factors are likely to make 2012 seem nastier: the volume of advertising that will run in key states, and the rise of Super PACs along with their nonprofit sister groups, which do not have to disclose their donors.
The groups allow candidates to leave much of the dirty work of negative ads to outside allies.
NEGATIVE ADS EFFECTIVE
Restore Our Future, a Super PAC allied with Romney, has spent $47.4 million on negative ads so far, first to tear down Republican rivals such as former U.S. Senator Rick Santorum during a bruising primary season, and more recently to target Obama. The group has spend just $6.8 million on ads supporting Romney.
In the same vein, Priorities USA Action, a Super PAC that supports Obama, has spent $10.1 million attacking Romney and nothing on ads boosting Obama.
Voters often say they don't like negative ads, but political analysts say they deliver results. That seems to be the case this year.
A Wall Street Journal/NBC News poll released on Wednesday found that voters in battleground states view Romney less favorably than they did before Obama and Priorities USA launched a negative ad blitz targeting Romney's business career.
Voters in those states also hold a more negative opinion of Romney's career with the private equity firm Bain Capital than voters in the rest of the country, the poll found.
"It's clear that the ads are having an impact," said Bill Burton, who heads Priorities USA Action.
POSITIVE ADS DRAW LEGAL CHALLENGES
Existing election laws also may be a factor in promoting negative advertising.
Outside groups are not allowed to work directly with the candidates they support, and because of that may face heightened scrutiny for ads highlighting the attributes of a particular candidate.
When American Crossroads ran an ad backing Ohio U.S. Senate candidate Rob Portman in 2010, the state's Democratic Party filed a complaint with the Federal Election Commission.
The complaint ultimately was dismissed, but "it created a headache that no one wanted to have," said Collegio, adding, "In a weird way, the campaign laws encourage negative and contrast advertising."
That's hogwash, said Guy Cecil, who as chief of staff of the Democratic Senatorial Campaign Committee is leading his party's effort to retain control of the Senate.
There's no reason Crossroads couldn't film someone such as Montana Republican Senate candidate Dennis Rehberg speaking at a public event, for use in an ad, he said. Instead, the Super PAC has run ads critical of Democratic incumbent Jon Tester.
"It's not hard for them to run positive ads," he said. "You don't think Crossroads could access Dennis Rehberg's public schedule?"
Indeed, Crossroads said on Wednesday it would spend $184,000 airing an ad praising New Mexico's Republican Senate candidate Heather Wilson, an Air Force veteran.
The U.S. Chamber of Commerce has also run ads praising Republican candidates like Orrin Hatch in Utah and Linda Lingle in Hawaii.
Overall, 70 percent of the ads in this year's presidential race have been negative, according to the Wesleyan Media Project. In 2008, 9 percent were negative.
In coming months, Priorities USA will tie Romney to Republican ideas such as restricting access to contraception, cutting back stem cell research and scaling back the popular Medicare health plan for the elderly, Burton said.
He said he had little choice given the expected Republican onslaught.
"They're going to be nasty, and they're going to be dishonest, and the best we can do is make sure that we are answering point by point what they're saying about the president and what they're saying about Mitt Romney," he said.
If there's any silver lining, it's that both sides say they will steer clear of personal attacks.
"If a negative ad is running a message about how somebody had three ex-wives, and that kind of thing, that to me is very different than if you ran an ad about how somebody supported the last three tax increases," Collegio said.

WASHINGTON (AP) ? They've known the outcome for three months. Now it's time for the nine Supreme Court justices to share it with the world.
Barring some incredibly strange twist, shortly after 10 o'clock in the morning Thursday, Chief Justice John Roberts is expected to reveal the high court's verdict on President Barack Obama's health care overhaul.
Between 400 and 500 people will crowd into the marble courtroom, the only witnesses to a historic moment that will not be broadcast live on television or radio. Some of those hoping for seats already were in line early Wednesday afternoon.
The court is not just passing judgment on a major expansion of the social safety net, designed to cover an additional 30 million Americans with health insurance. It is doing so on the president's signature domestic legislative achievement and in the heat of his closely fought campaign for re-election.
Four major issues await resolution, the most important of which is whether the law's centerpiece requirement that most people have health insurance or pay a penalty is constitutional. The justices also are weighing whether other parts or indeed the entire 2010 law should fall if they strike down the insurance requirement.
Apart from the insurance mandate, the court also is considering the validity of the health care law's significant expansion of Medicaid, the joint federal-state health care program for the poor.
One wrinkle could prevent the court from deciding the fate of the insurance requirement. A mid-19th century law prohibits challenges to taxes until they have been paid. The insurance requirement does not kick in until 2014 and people who pay the penalty won't do so until they file their 2014 income tax forms by April 15, 2015.
The court devoted more than six hours to arguments about these issues over three days in late March. The justices met March 30 to take a vote on the case and sort out who would take the lead in writing the opinions. In a case of this magnitude, the chief justice probably is writing the majority opinion, assuming he is in the majority.
The 26 states and the small business group challenging the law seemed to have the better of the courtroom arguments in March. Conservative justices peppered Solicitor General Donald Verrilli Jr. with hostile questions about both the insurance requirement and the Medicaid expansion.
But the lively arguments, the only time the justices discuss pending cases in public, are a relatively small part of a rather large record ? in this case, a mountain of more than 140 legal briefs.
Whatever the outcome, it seems certain to become part of the campaign between Obama and his Republican rival, Mitt Romney.
Obama could try to make the court itself, or more particularly its conservative majority, an issue if the insurance requirement or the whole law is struck down. For his part, Romney already has said he will try to take advantage of either outcome. If the law falls, Romney said it will show that "the first 3 1/2 years of this president's term will have been wasted on something that has not helped the American people." If the law is upheld, "we're going to have to have a president ? and I'm that one ? that's going to get rid of Obamacare. We're going to stop it on Day One," Romney said.
The case began almost as soon as Obama signed the law on March 23, 2010. Even before the day was out, Florida and 12 states filed the lawsuit that ended up at the Supreme Court. Another 13 states later joined in later.
The heart of the challenge was the claim that Congress could not force people to buy a product ? health insurance.
The administration advanced several arguments in defense of Congress' authority to require health insurance, including that it falls under the power to regulate interstate commerce.
The government also argued that the insurance requirement was necessary to make effective two other undoubtedly constitutional provisions: the requirements that insurers accept people regardless of existing health problems and limit what they charge older, sicker people.
The administration also said that even if the court rejected the first two arguments, the insurance requirement and penalty are constitutional as an exercise of Congress' power to enact taxes. The penalty assessed for not buying insurance functions like a tax, the government said.

The ATF, which is overseen by Attorney General Eric Holder, has admitted it did not exercise "proper oversight" over the program, and?has reassigned almost everyone associated with the operation.

Anyway, I was back home this weekend, briefly for a baby shower, and the most beautiful of ladies (second cousin), eyes sapphire, was visiting. Her hobby in her retirement has been to study genealogy. Fascinating. Something I've always wanted to delve into.
?I'm a treasure hunter of sorts--our whole family has an obsession with vintage, for history. There are treasures to be had and oh, what a high when you find one! The same can be said for the mysteries of the past--secrets on the cusp of being brilliantly discovered. It's that scruffy dog in the farmyard of a black/white photo of children dirty from the day. Not only do you wonder about the children-and you smile at how they are so much like children today-but you also wonder about the doggy...what life was like for him, too. And you take that magnifying class down close, peering for clues, for the rouge on a flapper girl's lips, for something embroidered on a baby romper. ?
For some reason, perhaps womanly hormones, some of those pictures had me weeping. Especially the ones of my dad as an infant. My instinctual thought was, "no wonder Wilder and Story are so dern cute!" Then, I was overcome with gratitude at the long, meaningful life my dad has led and how I've been blessed/privileged to be a part of that life. Of him. Of a history about which I want to learn more. As I age, I'm learning that being heart-on-my-sleeves-sensitive isn't always the best policy, that not everyone needs to know the guts and grime of my pains...not everyone can/should/wants to be trusted with those pearls. The words on the index cards gave Tracey Clarke comfort when she needed it most.
The Stafford County woman was undergoing radiation treatments last fall to destroy the cancer in her brain. Five times a week for six weeks, she climbed onto a treatment bed, got under cushioned grips that held her in place, and had a netting pulled tightly over her face.
"It was just nerve-wracking," she said. "You have your head sort of tacked down to a table, and you can't move."
In those dark moments when the radiation machine aimed a powerful beam at her head, Tracey found comfort in words she'd written on the cards.
Usually, the night before the treatments, Tracey said the Lord brought a line of Scripture to her mind, and she wrote it down on large index cards that she carried into the radiation room with her.
They were passages from the English Standard Version of the Bible, of Paul's messages of encouragement in the New Testament or about stories of suffering in the Old Testament.

Tracey and her husband, Craig, have relied heavily on Scripture, and their faith, as they've dealt with her catastrophic illness. Tracey has an aggressive malignant brain tumor called glioblastoma multiforme, or GBM.
The typical life expectancy is 12 to 18 months after diagnosis, and "she's at month 11," Craig said.
'TRIALS OF MANY KINDS'
Now 43, Tracey was in the best physical shape of her life when her world changed in an instant.
It was last July. Craig was out of town on a business trip, and Tracey, an artist known for her mythical paintings, started having strange sensations.
She felt like wind was rushing over her, as if an industrial fan was aimed her way. Then, she had a strange feeling in her left arm, and started experiencing odd smells and sounds.
Tracey feared she was having a stroke or aneurysm and went to the emergency room.

A satellite is any object that orbits another object (which is known as its primary). All masses that are part of the solar system, including the Earth, are satellites either of the Sun, or satellites of those objects, such as the Moon. It is not always a simple matter to decide which is the ?satellite? in a pair of bodies. Because all objects exert gravity, the motion of the primary object is also affected by the satellite. If two objects are ufficiently similar in mass, they are generally referred to as a binary system rather than a primary object and satellite. The general criterion for an object to be a satellite is that the center of mass of the two objects is inside the primary object. In popular usage, the term ?satellite? normally refers to an artificial satellite (a man-made object that orbits the Earth or another body).
In May, 1946, the Preliminary Design of an Experimental World-Circling Spaceship stated, ?A satellite vehicle with appropriate instrumentation can be expected to be one of the most potent scientific tools of the Twentieth Century. The achievement of a satellite craft would produce repercussions comparable to the explosion of the atomic bomb??
The space age began in 1946, as scientists began using captured German V-2 rockets to make measurements in the upper atmosphere. Before this period, scientists used balloons that went up to 30 km and radio waves to study the ionosphere. From 1946 to 1952, upper-atmosphere research was conducted using V-2s and Aerobee rockets. This allowed measurements of atmospheric pressure, density, and temperature up to 200 km. The U.S. had been considering launching orbital satellites since 1945 under the Bureau of Aeronautics of the United States Navy. The Air Force?s Project RAND eventually released the above report, but did not believe that the satellite was a potential military weapon; rather they considered it to be a tool for science, politics, and propaganda. Following pressure by the American Rocket Society, the National Science Foundation, and the International Geophysical Year, military interest picked up and in early 1955 the Air Force and Navy were working on Project Orbiter, which involved using a Jupiter C rocket to launch a small satellite called Explorer 1 on January 31, 1958.
On July 29, 1955, the White House announced that the U.S. intended to launch satellites by the spring of 1958. This became known as Project Vanguard. On July 31, the Soviets announced that they intended to launch a satellite by the fall of 1957 and on October 4, 1957 Sputnik I was launched into orbit, which triggered the Space Race between the two nations.
The largest artificial satellite currently orbiting the earth is the International Space Station, which can sometimes be seen with the unaided human eye.
Types of satellites
? Astronomical satellites: These are satellites used for observation of distant planets, galaxies, and other outer space objects.
? Communications satellites: These are artificial satellites stationed in space for the purposes of telecommunications using radio at microwave frequencies. Most communications satellites use geosynchronous orbits or near-geostationary orbits, although some recent systems use low Earth-orbiting satellites.
? Earth observation satellites are satellites specifically designed to observe Earth from orbit, similar to reconnaissance satellites but intended for non-military uses such as environmental monitoring, meteorology, map making etc. (See especially Earth Observing System.)
? Navigation satellites are satellites which use radio time signals transmitted to enable mobile receivers on the ground to determine their exact location. The relatively clear line of sight between the satellites and receivers on the ground, combined with ever-improving electronics, allows satellite navigation systems to measure location to accuracies on the order of a few metres in real time.
? Reconnaissance satellites are Earth observation satellite or communications satellite deployed for military or intelligence applications. Little is known about the full power of these satellites, as governments who operate them usually keep information pertaining to their reconnaissance satellites classified.
? Solar power satellites are proposed satellites built in high Earth orbit that use microwave power transmission to beam solar power to very large antenna on Earth where it can be used in place of conventional power sources.
? Space stations are man-made structures that are designed for human beings to live on in outer space. A space station is distinguished from other manned spacecraft by its lack of major propulsion or landing facilities ? instead, other vehicles are used as transport to and from the station. Space stations are designed for medium-term living in orbit, for periods of weeks, months, or even years.
? Weather satellites are satellites that primarily are used to monitor the weather and/or climate of the Earth.
? Miniaturized satellites are satellites of unusually low weights and small sizes. New classifications are used to categorize these satellites: minisatellite (500-200 kg), microsatellite (below 200 kg), nanosatellite (below 10 kg).
Orbit types
Many times satellites are characterized by their orbit. Although a satellite may orbit at almost any height, satellites are commonly categorized by their altitude:
? Medium Earth Orbit (ICO or MEO: 1200 ? 35286 km)
? Geosynchronous Orbit (GEO: 35786 km above Earth?s surface) and Geostationary Orbit ( zero inclination geosynchronous orbit). These orbits are of particular interest for communication satellites and will be discussed in detail later.
? High Earth Orbit (HEO: above 35786 km)
The following orbits are special orbits that are also used to categorize satellites:
? Molniya orbits: Is a class of a highly elliptic orbit. A satellite placed in this orbit spends most of its time over a designated area of the earth, a phenomenon known as apogee dwell. Molniya orbits are named after a series of Soviet/Russian Molniya communications satellites that have been using this class of orbits since the mid 1960s.
? Heliosynchronous or sun-synchronous orbit: A heliosynchronous orbit, or more commonly a sun-synchronous orbit is an orbit in which an object always passes over any given point of the Earth?s surface at the same local solar time. This is a useful characteristic for satellites that image the earth?s surface in visible or infrared wavelengths (e.g. weather, spy and remote sensing satellites).
? Polar orbit : A satellite in a polar orbit passes above or nearly above both poles of the planet (or other celestial body) on each revolution.
? Hohmann transfer orbit: For this particular orbit type, it is more common to identify the satellite as a spacecraft. In astronautics and aerospace engineering, the Hohmann transfer orbit is an orbital maneuver that moves a spacecraft from one orbit to another.
? Supersynchronous orbit or drift orbit : orbit above GEO. Satellites will drift in a westerly direction.
? Subsynchronous orbit or drift orbit: orbits close to but below GEO. Used for satellites undergoing station changes in an eastern direction.
Communication Satellites
A communications satellite (sometimes abbreviated to comsat) is an artificial satellite stationed in space for the purposes of telecommunications. Modern communications satellites use geosynchronous orbits, Molniya orbits or low Earth orbits.
For fixed services, communications satellites provide a technology complementary to that of fiber optic submarine communication cables. For mobile applications, such as communications to ships and planes satellite based communicationis only the viable means of communications as application of other technologies, such as cable, are impractical or impossible.
Early missions: The origin of satellite communication can be traced to an article written by Arthur C. Clarke in 1945. He suggested that a radio relay satellite in an equatorial orbit with a period of 24 hours would remain stationary with respect to earth?s surface and can be used for long-range radio communication, as it will over come the limitations imposed by earth curvature. Sputnik 1, The world?s first artificial (non communication) satellite, was launched on October 4, 1957. The first satellite to relay communications was Project SCORE in 1958, which used a tape recorder to store and forward voice messages. It was used to send a Christmas greeting to the world from President Eisenhower. NASA launched an Echo satellite in 1960. This 100-foot aluminized Mylar balloon served as a passive reflector for radio communications. Courier 1B, (built by Philco) also was launched in 1960, was the world?s first active repeater satellite. Given below are the details of milestones in satellite communcation history: -
